The joint priorities of the EU institutions for 2021-2024

Each year, the European Parliament, the Council and the Commission discuss and agree on the EU's legislative priorities for the upcoming year, which are set out in an annual Joint Declaration.

Since 2016, the European Parliament, the Council, and the Commission have discussed and agreed on EU legislative priorities for the following year in an annual Joint Declaration. This enables the institutions to work more effectively and more closely together on key legislative proposals put forward by the Commission for which the European Parliament and the Council are co-legislators.

In addition, in 2020, the three EU institutions signed Joint Conclusions for 2020-2024, which set out the common policy objectives and priorities until the next European elections in 2024.

The Joint Declaration on EU legislative priorities for 2023 and 2024 sets out a shared European vision for a stronger and more resilient Europe against the backdrop of Russia’s aggression against Ukraine. It shows the resolute commitment to remain united in supporting Ukraine and its people and overcoming the great challenges of our time.  The three EU institutions commit to giving utmost priority to a set of key legislative priorities so that they can be agreed by the end of the present legislative term. The Declaration is accompanied by a working document which lists over 160 specific legislative proposals.

These legislative proposals are fundamental to delivering the European Green Deal, achieving a Europe fit for the digital age, creating an economy that works for people, making Europe stronger in the world, promoting our European way of life, as well as strengthening our democracy and defending our common European values.

The Joint Declaration for 2023 and 2024 also welcomes the achievements of 2022 despite a challenging year. These notably include the provision of humanitarian, political, financial, and military support for Ukraine and its people, as well as unprecedented sanctions against Russia to exert economic pressure and to undermine Russia’s military capabilities.

The EU institutions also welcome the results of the Conference on the Future of Europe, and have reaffirmed their commitments to following up on the proposals, each within their sphere of competence. Indeed, 4 out of 5 new initiatives in the Commission work programme for 2023 are linked to the Conference’s final proposals.
