There can be different factors involved to decide on the tolerance level by an organization - it can be financial , resources, operational or cybersecurity , but based on industry standards, budget and regulatory requirements an organization can have different level of Tolerance. If a risk exceeds the max level of Risk Tolerance level , it is prioritized the highest to resolve.
