What about before 1999? After 1999 it should be the head of UNMIK (the Special Representative of the Secretary General) who is listed as the 'ruler' of Kosovo (is there no better title than this?) as it is the UN which administers the province despite Serbian sovereignty. List of rulers of Kosovo → List of heads of state of Kosovo – The current title is inconsistent with numerous similar lists on Wikipedia, and does not accurately reflect the fact that Kosovar heads of state have been chosen democratically since the late 20th century, and therefore are not rulers in the literal sense of the word (i.e., a monarch or dictator who rules absolutely).
